When I click on certain links (i.e., the color chart for an online purchase,
or a video clip from a hospital, etc.), the window opens for a second or
two , and then collapses. I have the pop-up blocker turned off. I'm using
Windows WP/service pack 2. Please help!

If you're using some version of Internet Explorer I suggest you post to the
internet explorer newsgroup (links given below), and when so doing specify
what version of IE. If a different browser post to a forum for that
browser.
