How can I keep text on a layer from moving outside the page margi.

I am designing a website and I have used a layer to hold the text for the
page. How can I keep it from moving past the page borders, etc. when the
window is made smaller?

You can't really. Generally speaking, using layers like this is a poor
approach for this very reason.

But perhaps there's hope. Can you show me your page, please?
