How can I increase the speed of cursor blink

Hello.
The horizontal and vertical speed of the cursor movement has become slow.
Moreover the cursor now moves with jerks. This can happen any time when I m
using MS Word, but not always. This speed also gets slowed to a large extent
when I use "Comments" option or "Delete the Comment"

Kindly help
