Can html be turned off with a reg hack in outlook 2002?

Is it possible to turn off html for incoming email, outgoing email or both in Outlook 2002 with a reg hack AND lock it down so end users CANNOT turn it back on? If so please tell me how. Thanks for any help provided.

You can use a group policy to invoke the option to read all messages as
plain text.
