Can Hkey be found in XP CD R?

Your question is rather vague. Do you mean, can the registry be found on
the CD? Or are you asking if regedit can be run from the recovery console?
If that's what you are asking, the answer IIRC is no.

The XP CD does not boot to "DOS". It's a console version of XP, with no
GUI and limited commands. And it does have all the drivers to let it
access the NTFS filesystem, which a DOS boot disk typically does not have.

Ok where are they in DOS?

Drivers to access NTFS? They aren't. (try comprehending the above)
Read 101?

No, Regedit is just an editor for the registry. Regedit found what you
told to find.
Hkey is not a complete specification for the beginning of the name of a
location in the registry.

BartPE can edit the registry of a broken copy of Windows, if that's what you
need.
