How can I get a screentip on a custom menuba sub-menu item to disp

I have a custom menubar, to which I've added a new menu. Then I've added a
form to the new sub-menu. I set the screentip property for the sub-menu
item. The screentip never shows up, though. In fact, no screentips show up
for any sub-menu items. The screentips work fine for the top-level items on
the custom menubar, but not on any of the sub-menu items.

Is there a way to get this to work? We'd like to offer tooltip-style help
for the custom menu items.
