I'm not sure how to phrase this, but I was just experimenting with frontpage
2003 and I wanted to try to make a navigator bar. So I learned that I had to
"open a website", and "open the folder with your website in it", etc. Now,
every time I open the default home page, that web site editor comes up and
takes forever to try to load things and half the time makes my computer
freeze. I don't need this website to be published; it already is. I don't
want to open my default page and have that website navigator/folder/etc view
thing come up all the time, but it does not seem possible to close it. I
REALLY need help; this is frustrating me!

Go here: http://www.95isalive.com/fixes/fpclean.htm and download the FP Cleaner Utility.

Run the functions to:
Clear the FrontPage Temporary files.
Clear the Cache {.web} files.
Set FrontPage to "Not" open the last web.

That made it go faster, but the "web site" navigator/folder/ thing is still
opening when I open my default page.
I'm just trying to make it so that my webpages in a certain file open the
way they used to, by themselves, without that web site publisher thing coming
up. Or, when it does come up, have the option to close it. Maybe there is no
way to do that??

If you are referring to the Folder list to the left of the Design
pane, then there is a close X button in the top right corner of the
list, or use View->Folder List to toggle its appearance/non-appearance

There is a setting in FP that opens the last web opened
- you want to turn it off
Tools Options General and unselect Open Last web

If you mean when you open you local site FP it is in the Remote site View (connecting to your online web), that is also because FP
reopens in the last view you used
After its is open switch to Folders View and close your web
