Can I get my shared border to not condense when i minimize the win

Whenever I minimize my webpage the shared border at the top containing the
Title of the website condenses so it can all fit inside the window when I
make the window smaller. Is it possible to "lock" the border in place so as
I make the window smaller it stays there and is eventually cut off the
webpage instead of condensing to fit the window. The rest of my webpage
doesn't do that so it looks weird to have the title condensing and not the
page. Here is my temporary site, if that helps you,
http://home.comcast.net/~jsmiths99/index.html. If you go there and hit the
restore down button in the top right corner of the window, then shrink the
wondow down to a small size, you'll see that the title always stays in the
window, which is not what I would like it to do. Thanks so much for your

The shared border is part of the page when viewed in the browser. The solution would be to replace
the title text with a image of your title
