How can I get an info bubble to pop up and expand to provide more

How can I get an info bubble to pop up and expand to provide more details
when I hover over like a highlighted word or something.
I am working with an incredibly complex issue that can be overwhelming to
the reader unless I break it down to a summary with the option to get more
details on each item that the reader has a question about.
