can frontpage 2003 work for me

I have a website that has been worked on by too many people and it is a mess.
If I download frontpage 2003, can I use the background, headings, and
hyperlinks from the old site, or with I just bring along my problems

It is really hard to say but I would suspect that you should be able to. If
you have a URL I'd be happy to take a look.
