I would like to format a screen tip for a hyperlink that I'm creating, can
this be done?

I've never figured out if FP will do it for you. I just go in and modify the
html like below:

From:
<p><a href="http://www.accessky.net/gsmall">My Page</a></p>
To:
<p><a href="http://www.accessky.net/gsmall" TITLE="This is my home
page...">My Page</a></p>

Right click your hyperlink, select hyperlink properties and then click the Screen Tip button.

sure,
you could do it like this:
("phrase that needs explanation" is the word that will throw a screen tip)

<span title="explanation text goes here" style="cursor:help;"> phrase that
needs explanation</span>

Of course I've only added a help cursor so it'll look different when
hovered, but you may want to style it with a different color or a bottom
dashed border etc.
