you could do it like this:
("phrase that needs explanation" is the word that will throw a screen tip)
<span title="explanation text goes here" style="cursor:help;"> phrase that
needs explanation</span>
Of course I've only added a help cursor so it'll look different when
hovered, but you may want to style it with a different color or a bottom
dashed border etc.
