The folders under the personal folder are in alphabetical order. Can I
rearrange them into a specific sequence manually (without renaming them
using numbers or some other work around I mean)?

Not in the Folder Tree. In the Favorite Folders list you can.

No, the folder list is alphabetical. Rename them with leading characters
such as . and , to get them into your order. Or put the most used folders
on the Favorite Folders list.
