How can i fix a table based page including an iFrame - when scrolling back to text marker in top ? / PF 2003 used

I don´t find a solution to prevent following page "Best Practice" to scroll
down:

When i use the jump points 1-5 (p.ex. 4. "Schulbücher, then use the back
button "Zurück) / Red triangle),
the whole page moves up, instead of fixing the Top-Site.

Any ideas ? - Thank you for your suggestions.
