Did you read the OP's answer as to why as above ?? I have reservations
on giving out this info when I read something like that answer. To
bypass the user name and password to get into others email account . Jus
as easy to ask and then do the change for account settings. I would not
be very happy if someone accesses my emails without myself being aware
of it

Yes, I read the OP's post. He wants to affect a change in the password.
So, as I mentioned, he can't because that data is encrypted. He can't
use or change that encrypted data in the registry through simple regedit
editing. The only affect he will have is the user will notice Outlook
prompting for the login credentials because they are blank, corrupt, or
invalid.
The OP asked about "email account settings via registry". That is what
he got informed about in my reply. He won't be able to steal anyone's
password. However, as requested, he can still alter the account
settings, like the SMTP server, port numbers, etc. The data is in the
registry. If you don't want any joker wandering through your registry
then stop giving them accounts with admin rights, or use policies to
restrict their use of regedit.
By the way, the info I got was from Microsoft's own support
knowledgebase that ANYONE can search.
