Can Files And Settings Transfer Wizard Collect Info From A Backup Image/Folder?

Here's the problem, the HD for the old system died but a backup existed. The
new system has a copy of that extracted backup in a folder called "backup".
All the files/folders are accessible. I know that I can format a HD and put
the images/backup on that HD, and then run F&STW on it, but it's just not
practical right now.

I would like to run Files And Settings Transfer Wizard to extract the
settings/fles from that folder. Can this be done? Thanks.
