I select the category, click file and then import & export & then I mark
export to a file. It then asks what file of type I want. I don't know what
I'm suppose to do at that point.

Well, what do you want to do with the exported data? What program do you
want to use them in? And what version of Outlook are you running?

I've got Outlook 2003. I'm trying to export them to another program,
e-neighborhood, which is basically the same type of program as the Outlook.

What formats can it import? I mean, that's the crux of the issue. Ask them
what kind of format they can import and export to that format.

I've never heard of e-neighborhood, and the only website I see is
e-neighborhood.net, which doesn't look like a email client/pim.... So I'm
not sure I can point you to a particular format.

If you go into the other software and do an Import, what file types does it
appear to want to import? What about their Help system?
