Can Bookmarks be exported from 1 computer to another (desktop to laptop) if
both run Windows XP and IE and both also run Firefox.?

In Internet Explorer => File => Import/Export => Import (and Export)

In Firefox you have to click Bookmarks, "Organize Bookmarks..", then
click File, Import or Export.
