This option, as well as Publish Form and Publish Form As... are disabled in
my implementation of Outlook 2003. The last time I worked with Outlook Forms
was version 2000. Is there a registry hack or some other thing that I am
overlooking that would allow me to use these features?

The strange thing is that even though the menu option is disabled for
Publish Form, the toolbar icon is available.

Weird. I'd try resetting the toolbars.

Are you trying to do this from the message Inspector GUI?
