Actually, I did find out these informations by myself a few days ago.
(not anything).
But I just did not notice that its "XP+NAV" on that web page...
Since in Win-98, my NAV 2003 is fine with my EMPEROR.
In Win-XP Pro, I have tried to kill that task and re-start the game but
the problem remain the same.
So, I thought that NAV had nothing to do with my problem.
And EA does not states which version the NAV is about about and
the EMPEROR looks like no longer supported by EA!
(The EMPEROR is not on their product list, isn't it?)
So, I thought that nothing about the "EMPEROR + XP" is on the EA's
web-page.
Since you told me that "XP Pro is OK with Emperor", that make me
believe the "EMPEROR" and have willing to try again!
So, I removed NAV 2003 completely and tried again.
But, it did not work at the beginning!
And then, I re-started the EMPEROR again, it worked!
After a lot of trying. I found that I need to start the game twice at least
in order to play the game!
(How come?)
So, I re-install a complete "New XP pro" for re-testing.
The problem stays the same, I still need to start twice (at least) in order
to play the game!
