If you are not a member of the administrator's group, you can't do anything
at all.
If you are intentionally running under a restricted account (e.g.,for
security), log
in as the administrator and set up your account the same way as the other
account that does not have the problem.
If you right-click on the start menu, do you see "Explore" in the menu that
pops
up? That will get you anywhere.
