A friend showed me how to do an email merge in Outlook when it was resident
on her computer but my school provides Outlook as a web based service. Is it
possible to do an email merged mailing with the web based access?

You mean OWA? No, not possible. Note that OWA is part of Exchange and not
Outlook. The correct newsgroup would be exchange.clients
