How I can disable the language auto-detect function?

A few month ago I had a client who wanted to view and type the Japanese
language from my PC with English Windows XP. I allowed him to install
the Asian language pack in my PC. Since then, there was no problem to
use *English as my default language*. Today I installed new MS
intelliMouse and during installation the window showed the Janapanese
automatically and I had no choice which language to select.
Now I cannot proceed the installation to utilise the mouse because I
cannot read Japanese.
Last time I saw same problem to install Nero, but I could chage the
language setting to English within the program.
Please give me your input as to how I can disable the language
auto-detect function?
Do I have to reinstall Windows XP or change the language settings to
disable it?

Please help me, I'm so confused and frustrated about it.

I don't understand what you decribed as;
"To be a 0 or is it to be the 1 ?
That is the data".......W.Gatespeare.

But changing _the_language_for_non-unicode_programs__to English worked
great to slove my problem. Regards.
