I have the DUmeter program in my computer (WinXP, SP3). The DUmeter program
shows a graph of load information into my computer from the Internet in a
small window when it is happening. Can I determine on the fly what is
loaded at the moment? Do I need to a special program for this?

What do you mean "loaded?"

Task Manager will show you information about most currently running
processes and applications.
