how can i default my field chooser & view in 2003?

How can I update my outlook 2003 so that when I create a new folder it always
includes certain field choosers including such fields as FROM, SUBJET, TO,
SENT etc. I recently had our IT people do something to my outlook so I lost
everything. I also want to default new and existing folders to come up with
VIEW - READING PANE - OFF.

Create a customized view and apply it to all folders individually
