how can I create a page and let some1else manage or do updates?

I want to desing a page for a friend, but I do not want to have to do updates
everytime she wants to change something, I would like for her to do it, but
she does not have Front Page installed on her computer, nor any other
software. Is there a way that she can go into the webpage and make a change
herself?.. any suggestions?

No, to fully edit the site she needs FP on her machine.
To edit limited content you could buy: ContentSeed

ContentSeed may be your best choice (or something like it), because it will
keep her from mucking up your design...or teach her FP as you go along.
