How can I create a folder at the same level as Personal Folder

In Outlook 2003 I have 3 folders in my folder list: 1) Personal Folders 2)
Archive Folders and 3)Hotmail Folders (includes in box, sent, junk etc.). I
have my ISP email, coming into my Personal Folder.

I want to add a 4th folder for my Gmail account. I know how to add a folder
inside my Personal Folder, but I want the Gmail folder to be outside of it
(i.e., at the same "level") so I can see my Gmail folders in the same way I
see my Hotmail account.

You can't. Gmail is web mail and you must use your browser.

Each of those folder lists are "Personal Folders Files" or "PSTs". Create a
new one with File>New>Outlook Data File.

However, since both gmail and your regular account (the one that delivers
messages to the "Personal Folders" Inbox) are both POP accounts, by default
they'll both deliver to the same "Personal Folders" Inbox. If you want your
gmail delivered to a different Inbox, then create a rule that uses the
condition "through the specified account" and the actions "move it to the
specified folder" and "stop processing more rules" to move the message to a
folder you create in the newly-added PST. That newly-added PST will contain
only those folders you specifically create, except for a Deleted Items
folder. POP accounts don't know anything about calendars, tasks, contacts,
etc., so you won't have those folders in that new PST. Outlook will
continue to use those other folders in the "Personal Folders" set of
folders.
