Can I Create Another User Account Without Internet Access?

Hi. This may seem like an odd request, and I'm not even sure it can be done,
but I will ask anyway! LOL I have a LAN connection on my PC and I would like
to create another limited user account without internet access. Is there any
way that I can do this? Any suggestions would be most helpful! Thanks!

Log into that user account and click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings

In the right pane look for the following values, ProxyEnable and
ProxyServer. If they don't exist, you'll need to create them by right
clicking in a blank area of the right pane and selecting New, then the
appropriate type of registry value.

ProxyEnable
DWord
Settings: 1 = Enabled, 0 = Disabled (Setting this to 1 will enforce the
non-existant proxy server)

ProxyServer
String
Setting: 127.0.0.1:80

This will set the user's profile to use a non-existant proxy server. This
will stop Internet Explorer, Outlook Express and other programs that honor
the Windows Proxy Server settings from being able to access the internet.

on how to modify that "other user account", if you don't have direct access
to that user's portion of the Registry.

You may also want to look into parental control software such as NetNanny,
CyberSitter and other similar products.

I tried that, and for some reason, it doesn't seem to work. I tried pulling
up my home page, and finding a website, and it still is connected to the
internet! Am I doing something wrong?
