Log into that user account and click Start, Run and enter REGEDIT Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings
In the right pane look for the following values, ProxyEnable and
ProxyServer. If they don't exist, you'll need to create them by right
clicking in a blank area of the right pane and selecting New, then the
appropriate type of registry value.
ProxyEnable
DWord
Settings: 1 = Enabled, 0 = Disabled (Setting this to 1 will enforce the
non-existant proxy server)
ProxyServer
String
Setting: 127.0.0.1:80
This will set the user's profile to use a non-existant proxy server. This
will stop Internet Explorer, Outlook Express and other programs that honor
the Windows Proxy Server settings from being able to access the internet.
