I have a modem/router and a second PC on a lan. The second PC has a
static IP. If I setup a static IP on the main machine I can connect to
the lan but the web connection goes down, and if I setup up an auto IP
on the main machine the web connects but I cannot even ping the second
PC.

Any suggestions?

When you set up a static IP, you also have to specify the default
gateway and DNS server addresses for web access.

In addition to Steve's remark also make sure that the static IP is out of
the DHCP range.
