how can i configure windows 2000 to be a router?

If it is a server, configure RRAS as a LAN router. If it is a
workstation you need to enable IP routing in the registry.

This simply enables IP routing on the machine. You may need to adjust
the default gateway settings of other machines to actually get routing to
work. If this is the only router, simply set the default gateway settings to
be the RRAS router. eg

192.168.1.x dg 192.168.1.1
|
192.168.1.1 dg blank
router
192.168.2.1 dg blank
|
192.168.2.x dg 192.168.2.1
