How can I configure an NIC in a kernel mode driver?

Dear all,

Could anyone tells me how I can configure an NIC (e.g.,
set up the NIC's corresponding IP address) in a kernel
mode driver (a SCSI miniport driver)?

I want to do the following:

When the Win2k is setting up, after pressing F6, I hope
the network-related drivers are loaded and configured from
the floppy as well as a subsequent iSCSI driver loaded
after the network drivers. Thus, The iSCSI driver is able
to visit the remote virtual disk during the setup.

However, I don't how to activate the network drivers in a
kernel mode driver. Can anyone offer any suggestions or
solutions? Many thanks in advance.
