I have 2 or more archive folders created over time. archive, archive1,
archive2 etc. Is there a way that i can combine the data to one archive
folder?

Pick one of them then drag/drop items from the others into it.

I am not able to open the archive.pst folder, it requires me to use 'some'
program', which program can I use to open a .pst folder?

Basically only Outlook can open PST files

You don't open a PST in Windows Explorer. You open it in Outlook. Start
Outlook, click File>Open>Outlook Data File and browse to the PST you wish to
open. Select it and click OK.
