I don't have that separate Control Panel, nor that Power Toy
installed, but in the default install (some Service Pack) there
is an option under the Display Control Panel : Appearance-tab :
Effects ...-button : (a Checkbox with a dropdown-list)
[ ] 'Use the following method to smooth edges of screen fonts:
_Standard
_Clear Type
Paul, you or something you did/installed/ran may have changed this.
