I open Wordpad, under File, select Open. Find the folder. But Wordpad only
shows one file type. I have changed it from .rtf to .txt, but I really want
it to show all file types, by default. I don't want to have to select "All
Documents (*.*)" each time I go to a different folder. Or if I really only
can have one file type, I'd like .html.

You can have what you want by changing your method a bit. Open My Computer to
the folder, and rightclick any file to use 'open with' for Wordpad. You could
even choose the "Always use this..' option of open with to set .html as a
wordpad default for editing.
Editing html in wordpad is probably a mistake, however, since html code
needs to be in 'plain text'

You can edit .html files in Wordpad and even create them there. Just remember to set them to file type .txt (plain text) when you save them.
