In Word2000 a vertical line appeared at the right side where a change was
made. Can this be done in Word 2003?

Change bars ("Changed lines") are still possible in Word 2003; check the
appropriate box on the Track Changes tab of Tools | Options.

This includes setting the balloons setting to never. (Or at least that is
where I have it.)
