How can I change my windows settings?

Hi, I am new to using discussion groups so hopefully I am doing this
correctly. My attachments in my emails are opening in my notepad. Brian
said this is not an Outlook problem and to fix my Windows Settings.....How do
I get to my Windows Settings....I appreciate any help....Thanks
