I have a user who can browse our local network, But can not access any
internet sites and is unable to log onto our local network. The
network card seems to be working fine. any ideas would be great.

If you want us to help you, you need to provide us more details, like
what error message do you get when you browse and what do you mean by
/unable to log onto our local network/.
How many PC's are there in the network, which OS?
