Can BitLocker do this?

I was to use bitlocker to do this:

Encrypt my OS Drive with one key,
then encrypt my data drive with another key.

The result would be my OS would boot with a single key, but if you wanted to
access a data drive you would have to have the other key on a USB stick.

Or do i need to look at a different solution?

You can do this with bitlocker, using the manage-bde.wsf script in
%WinDir%\System32

yes but i would go with truecrypt
