The only thought that came to my mind was to save a blank unsent message to
your hard drive with the "BCC" field already populated. Once that is done,
a desktop shortcut to the message that was saved to the hard drive. All new
messages are started from said desktop shortcut.
Come to think of it, one could create a macro in Outlook that starts a new
message with the "bcc" field filled out. Then one just has to create a
toolbar button that calls the macro.
