How can I automatically reply in HTML to a Plain Text Document in outlook?

The date and time was Friday, May 22, 2009 12:08:01 PM, and on a whim,

Hi Dennis,

In OL2003, click Format HTML in the Compose window. In OL2003, click
Options, HTML (under Format) in the Compose window.

To be considerate to the other party, Outlook defaults to replying in
the same format that the other party used. If someone sends you a
plain-text e-mail, just how are you going to guarantee that they can
read your HTML-formatted e-mail?

They probably used plain-text format for a reason. If they are sending
in plain-text format then they probably also configured their e-mail
client (or they don't have an option) to only read in plain-text format.
All that fancy and often superfluous HTML formatting that you add to
your e-mail will not be seen by them, anyway.
