Why do you believe a rule can't do that?
Apply this rule after the message arrives
from people or distribution list
forward it to people ir distribution list
and stop processing more rules
If you are using Exchange and you did not choose either the sender or the
recipient from a local Contacts folder, then this rule should be a server-side
rule that will operate whether or not you have Outlook running. Otherwise, it
will be a coient-sde rule and you'll need to leave Outlook running for this to
work. A better solution may be to see if the server itself supports this type
of rule.
