Can I authorize others to author only certain folders in my web?

I use FP2000, and looked at Tools->Security. And I've
taken a folder and converted it to web, and I've been
through FronotPage help, as well as through this web site.
I'm just not finding instructions to allow another person
to author ONLY a certain folder under my web. Can I? How?

No. FrontPage security is not granular enough to limit to files and folders
inside a web. It will enable you to limit security to the entire web. Your
host may have to create the user accounts for you in advance before you try
to restrict them as FP webs on an NT system tend to pull their list of users
directly from the NT user database.
