I don't get read reciepts. I'm pretty sure I have all the correct options
checked. My delivery reciepts come through without a problem.

Sending read receipts is a choice of the recipient. You can only request
one.

You can request a read receipt without the recipient knowing only if the
recipient is using an older version of Outlook. Newer versions prompt the
user or they can turn on the option to disable sending read receipts.

Thankfully you don't get to control anyone else's computer. Would you
want us to control your computer? If so, enable Remote Desktop and tell
us the username and password so we can do whatever we feel like with
your computer. If the recipient doesn't want to send you a receipt then
that is THEIR choice for their property. You can ask them to enable
prompting or automatic sending of read receipts but if they have disable
them then you are no likely to convince them otherwise. If you want
something back from to let you know that they got your message then put
something in your message asking for that feedback.
