How can I allow access to Display properties

I do not want to make my teachers local admins but I want them to be
able to change the Hardware Acceleration in Display properties in the
control panel. They can get there but this function is greyed out.
What is the easiest way to allow this. I've read you can enable
allowed apps (the exe) in group policy but I'm not sure how to find the
exe it uses. When I access this I see rundll32.exe appear in task
manager but this isn't a specific app exe. Does anyone know how I can
do this?
