Can everything in C:\Windows\Temp be deleted?

Anything that isn't currently in use. Temporary files is what it is for.

After a reboot, yes. Windows will not allow you to delete anything needed
during the current boot, however.

Yes, except any files currently in use
which can easily be indentified as they will
have a "Date Modified" date/time stamp with today's date.

Sort the files by Date Modified, select all those older than
today's date and delete.

Sure. I do it once in a while (when I'm logged on as admin or power user).
