How can an admin view an Outlook users junk e-mail lists?

Is there a way for an administrator to view/edit a user's junk e-mail lists
(Safe Senders, Safe Recipients, Blocked Senders)?

I've already implemented a group policy to control these lists and it works
but I want to be able to look at a user's lists to verify settings.
