Can I achieve this?

I would like to create a folder which would allow any user to create, edit
and delete his own files or folders there, but disallow access to other
user's files in the same folder. Is it possible to implement this using NTFS
permissions, under WinXP?

You'd need to go in there every day and adjust the permissions on every file
that was created. It is a much better solution to simply create individual
folders for each user and set the permissions so only that particular user
and members of the Administrators group* have access. This can easily be
done in XP Pro.

*I'm assuming that you've correctly set your users up to *not* be
administrators.
