Yes, you can, if you install it.

Assuming you have the i386 directory, find winnt32, run it with the /cmdcons
switch.

IMO all machines should have that as well as C:\i386

So If someone had the foresight to "copy" the i386 directory from the CD
THEN you could install it before you had to use it. But if you didn't
take those precautions How do you access the recovery console without
the startup flopies or the original CD?

You don't if you didn't install it. You'll have to use a 3rd party utility
like Systernals to get the same functionality.
