I have just purchased a laptop and would like to access my emails off both my
desktop and laptop.

I would also like to have my address book accessed from both. Or at the
very least I would like to copy the outlook.pst file. I have tried to copy
it but get a message that part of the file is blocked.

Was Outlook closed at the time you were trying to copy the PST file?

Outlook was open
I have now save the file (WAB) to flash drive, and I am now having trouble
importing it.
(my laptop has Vista - which I have not used before - if that makes any
difference)

You saved the wrong file. The WAB has nothing to do with Outlook and Outlook
can't use or import a WAB file.
All your data is in the PST file. Outlook has no separate address book.
