I recently set up a Logitech Quickcam for use with
messenger. The video works fine but the microphone does
not. When I conduct a Test Hardware function through the
Sound and Video Controller, I can't get rid of the
feedback. Even when I adjust the volume level of the
microphone, it maxes out within a few seconds. Any
suggestions? I have the latest drivers for the camera
and my sound card.

Turn your speakers off and use headphones when using the mike. You are
getting loopback (feedback) because you are using an unbalanced mic.
