Does the camera have a setting to enable the USB interface ? That is the
first thing I'd check.

Page 84 (PDF page number = 87) mentions
"set the camera to a mode other than printer mode"
where they show a printing icon, rather than the word "printer" as such.
The instructions in the manual, are consistent with the camera having USB mass
storage interface, in which case your WinXP USB mass storage built-in driver
should be working. The internal drive should show up as a drive letter. You'd
want your WinXP to be patched enough, to be able to nandle USB mass storage
devices. (I.e. If it works with other USB mass storage devices, it should
work with the camera.)
In terms of debugging tools, UVCView is a program originally provided
by Microsoft. They've removed it from their website. They also asked
web.archive.org to remove the copy they had made of the program. Now
we're left with private copies. The main benefit of this program
right now, would be whether there is any visible response in this
program, when the camera is plugged in.

USB Mass Storage is one of the standard classes defined by
usb.org . Microsoft has built-in support, which varies by OS.
The table at the bottom here, suggests what things are
supported. You'll notice on the Leica page, they included
a driver for Win98, and my guess is that Win98 doesn't have
enough standards based support, to get the pictures off the
camera. But with other OS versions, it should be more or less
plug and play.
